BRIEF HISTORY

     There is an adage which states, "Ang taong gipit, sa patalim man ay kumakapit." This saying spares no one,not even the income eaner. Thus, usurers commonly called 5-6 proliferate life vultures waiting to pounce of helpers victims.

          Cognizant to the financial needs of the employees of the Isabela Satate College of Agriculture, a group of employees bonded together to put into action ideas' and concepts on cooperativism. Thus, in January 1979 the group met to brainstorm on the plan to organize a savings and credit union. Asa a result of the brain storming sessions, a mission was conceptualized with the following objectives"

1. To encourage thrift and savings mobilization among the members for capital formation.

2. To create funds in order to grant loans and providential purpose to its members.

3. To provide goods and services and other requirements for the members.

4. To advance cooperative movement as a strategy to improve the socio-economic condition of the people
    

Togive substance and legal personality to the organization, the Constitution and By-laws of the Kilusang Bayan ( ISU Credit Coop.) was drafted led by then pioneer member and chairman Prof. Julio Figarola. This same document duly ratified in a general assembly held last June 2, 1979 attended by 347 beginning members with P 18,000.00 as starting capital.

        The first cooperative office was located at ISU Old site, San Fabian, Echague, Isabela manned by only 3 staffs on part time basis since they were full time employee of Isabela School of Agriculture (ISCA) now Isabela State Univesity.

         When the university was transferred to its present location, the cooperative office also followed suit, since they haven't have their own building yet, and was given a space in the CEDM building (now CBAPA) which became the second office of the cooperative. In 1978, having excess fund, the coop was able to build the first cooperative building inside the University Compound.

         Its members were composed of employees from the said campus only, not until 1991 when the coop expanded its membership from the different university system. It was on the year 2001 when the board had agreed upon that the membership be opened to other institutions that triggers the abrupt increase of asset of the cooperative, from mere 25M to 129M as well as its members, from 347 to 2,689 at present. Having this as a reason, the Management ans staffs as well as the Board had come up to the idea of purchasing a lot outside the vicinity of the University and putting up a bigger and better building to be able to serve the members conveniently. At present the cooperative's locatios is situated at National H-way, Pinzon Subd., San Fabian, Echague, Isabela.
